Overview

The Kesgrave Town Council Publication Scheme 2025–2028 sets out the information that the Council routinely makes available to the public in accordance with the Freedom of Information Act 2000 (FOIA). It follows the model scheme approved by the Information Commissioner’s Office (ICO) and reflects the principles of openness and accountability within local government.

Purpose

The scheme helps residents understand what information is available, how it can be accessed, and whether any fees apply. It ensures that information about Council decisions, finances, and governance is easy to find and available either online or as a printed copy upon request.

Classes of Information

The scheme follows the seven standard information classes set out by the ICO model publication scheme:

  1. Who we are and what we do – organisational structure, contact details, Councillors, and committees.
  2. What we spend and how we spend it – annual accounts, budgets, precepts, and financial reports.
  3. What our priorities are and how we are doing – business plan, governance statements, and audits.
  4. How we make decisions – meeting agendas, minutes, and policies that guide decisions.
  5. Our policies and procedures – written protocols and rules for conducting business and delivering services.
  6. Lists and registers – assets, gifts, and public registers held by the Council.
  7. The services we offer – information about Council-run services, facilities, and community projects.

Accessing Information

Information listed in the publication scheme can be accessed through the Council’s website or, where necessary, in printed form from the Council Office. The Council aims to make as much information as possible freely available online, while maintaining accessibility for all residents.

Fees and Charges

Most information is available free of charge. Where a cost is applied, it reflects only the actual expense of photocopying, printing, or postage. Current charges include:

  • Black & white photocopying – 10p per A4 sheet
  • Colour photocopying – 15p per A4 sheet
  • Postage – Royal Mail second class rate (depending on size and weight)

Publishing Datasets for Re-use

Where the Council holds datasets requested under FOIA, these will be published in an electronic format suitable for re-use, unless not appropriate to do so. Wherever possible, datasets are made available under the Open Government Licence .

Policy Review

This policy was approved by Kesgrave Town Council on 29 September 2025 and will be reviewed no later than 02 June 2028 to ensure it remains up to date and compliant with current legislation.
