Overview

The Code of Conduct 2025–2028 defines the standards of behaviour expected from Kesgrave Town Councillors. It sets out the values and obligations that ensure high ethical standards, public trust, and respect in local government. The Code is based on the Localism Act 2011 and notes that Council adopted the NALC Civility and Respect Pledge in May 2025.

Purpose

This Code aims to promote good conduct by councillors, protect the reputation of Kesgrave Town Council, and maintain public confidence in local decision-making. It explains what constitutes acceptable behaviour, the principles guiding councillor conduct, and how breaches are addressed.

Key Principles

Councillors must act in accordance with the Seven Principles of Public Life (Nolan Principles):

  • Selflessness – act solely in the public interest.
  • Integrity – avoid obligations to people or organisations that might seek to influence decisions.
  • Objectivity – make decisions fairly and on merit.
  • Accountability – be answerable to the public for actions and decisions.
  • Openness – act transparently and give reasons for decisions.
  • Honesty – be truthful and declare any conflicts of interest.
  • Leadership – promote these principles through conduct and example.

General Conduct

Councillors are expected to:

  • Treat others with respect, courtesy, and fairness.
  • Never bully, harass, or unlawfully discriminate.
  • Maintain impartiality and professionalism when working with Council staff or the public.
  • Use Council resources responsibly and only for official business.
  • Avoid actions that bring the Council or the role of councillor into disrepute.

Interests, Gifts, and Hospitality

  • Councillors must register and declare interests as required by the Localism Act 2011.
  • Disclosable Pecuniary Interests (DPIs) and Other Registerable Interests must be declared and updated within 28 days of change.
  • Gifts or hospitality valued at £50 or more must be recorded within 28 days of acceptance or refusal.

Complaints and Monitoring

Alleged breaches of the Code are investigated by the District Council Monitoring Officer in accordance with statutory procedures. Councillors are required to cooperate fully with investigations and comply with any sanctions imposed.

Future Review

This Code will be reviewed following the outcome of the government’s consultation “Strengthening the Standards and Conduct Framework for Local Authorities in England” (2025), which may introduce new mandatory standards and powers of suspension for serious misconduct.
