Overview

The Health and Safety Statement and Policy 2025–2028 sets out Kesgrave Town Council’s responsibilities and commitments to providing a safe and healthy environment for employees, contractors, visitors, and members of the public. The policy is based on the Health and Safety at Work etc. Act 1974 and the Management of Health and Safety at Work Regulations (MHSWR) 1999.

Purpose

The Council recognises its duty to protect everyone affected by its work. This policy ensures that hazards are identified, risks are controlled, and safety procedures are implemented across all operations, events, and premises. It promotes staff competency, consultation, and continuous improvement in health and safety standards.

Commitments

Kesgrave Town Council is committed to:

  • Identifying hazards to employees and others affected by Council activities, and controlling risks effectively.
  • Maintaining, so far as is reasonably practicable, healthy and safe working conditions, equipment, and systems.
  • Carrying out health and safety risk assessments for events, premises, and outdoor property such as play areas.
  • Providing suitable information, supervision, and training for employees to perform their duties safely.
  • Ensuring the competency of employees and providing ongoing health and safety training.
  • Consulting employees on health and safety matters and providing clear reporting lines to the Town Clerk.
  • Reviewing the Health and Safety Policy regularly and ensuring adequate resources are in place to meet commitments.

Responsibilities

The Town Clerk has overall responsibility for day-to-day deployment of this policy. All employees are required to take reasonable care of their own safety and that of others, and to cooperate with the Council in meeting its obligations.

Arrangements for Health and Safety

Specific arrangements include:

  • Appointing sufficient trained first aiders and maintaining up-to-date first aid supplies.
  • Providing training, information, and equipment to carry out duties safely and competently.
  • Maintaining adequate washroom facilities at the Council Office and Millennium Jubilee Hall.
  • Conducting regular PAT testing and equipment servicing.
  • Maintaining clear evacuation routes and procedures for fire drills and emergencies.
  • Ensuring the safety of contractors, visitors, and members of the public.
  • Maintaining procedures for food hygiene, occupational driving, smoking/vaping, and drug and alcohol use.

Monitoring and Review

The policy is reviewed every three years, or earlier if legislation or operational needs change. It is based on the WorkNest template provided to the National Association of Local Councils (NALC).
