Overview

The Memorials Policy 2025–2028 explains how Kesgrave Town Council manages requests for memorial benches, trees, shrubs, and plaques within the town. It ensures that donations are handled respectfully, consistently, and sustainably while preserving public spaces for everyone’s use.

The policy was approved on 2 June 2025 and reviewed in line with good governance and environmental practice. All memorials remain the property of the Council.

Purpose

This policy provides a fair and transparent framework for individuals or families wishing to dedicate a tree, shrub, bench, or plaque in memory of a loved one. It defines responsibilities for donors and for the Council in maintaining memorials over time.

Types of Memorials Accepted

  • Benches and Plaques – installed in agreed public locations, made from durable, vandal-resistant materials, and consistent with other seating in the area.
  • Trees and Shrubs – selected from Council-approved species lists and planted by Council staff or authorised contractors at suitable times of year (normally mid-November – mid-March).
  • Larger Memorials – statues, plinths or other features commemorating significant people or events may be considered subject to planning permission and public support.

Conditions of Donation

  • All costs of purchase, installation, and replacement are met by the donor.
  • Memorial items remain the property of the Council.
  • Small floral tributes may be placed for anniversaries and will be removed after three weeks or earlier if weather-damaged.
  • No scattering or interment of ashes is permitted at memorial locations.
  • The Council’s decision on memorial siting and design is final.

Maintenance and Replacement

  • The Council maintains memorial benches, trees, and shrubs as part of its regular grounds maintenance programme.
  • Trees or shrubs that fail to establish within three years will be replaced where practicable.
  • If a bench becomes unsafe, it may be removed following notice to the donor.
  • Where vandalism occurs, replacement may depend on insurance recovery or an agreed contribution from the donor.
