Overview

These Standing Orders set out how Kesgrave Town Council conducts meetings, debates, and votes; how committees and sub-committees operate; and how information, finance, and procurement are managed. The document is based on the NALC Model Standing Orders 2025 (England) and was approved by Full Council on 2 June 2025. The next review is scheduled for June 2026.

What the Standing Orders Cover

  • Meetings and debate: agendas, motions and amendments, speaking rules, voting, and disorderly conduct.
  • Committees and sub-committees: terms of reference, membership, and quorum.
  • Governance and conduct: Code of Conduct, dispensations, complaints, media relations, and legal deeds.
  • Information management: draft minutes, publication, confidentiality, and data protection.
  • Finance and procurement: financial controls, RFO duties, accounting statements, and tender processes.
  • Roles and responsibilities: Proper Officer, Chair/Vice-Chair, and communication with principal authorities.
