About this item

Overview

The Training and Development Policy 2025–2028 sets out Kesgrave Town Council’s commitment to continuous learning and development for councillors and employees. It ensures that everyone involved in the Council’s work has the skills and knowledge necessary to deliver effective services and meet statutory obligations.

Purpose

The Council recognises that its most valuable resource is its people. This policy promotes equality of opportunity, professionalism, and compliance with legal and safety requirements through structured training and development. Funding for training is included in the annual budget to support councillors and staff in attending relevant courses and events.

Responsibilities and Approach

  • The Finance and Governance Committee monitors training needs and manages the training budget.
  • The Town Clerk identifies and coordinates training through annual appraisals for staff.
  • The Chair of Council conducts the Clerk’s appraisal.
  • The Council follows the National Training Strategy for Town and Parish Councils, ensuring new councillors attend introductory sessions via SALC.

Employee Training

Training needs are identified through appraisal or changes in role. Employees may receive health and safety, first aid, or ROSPA training where relevant. Council funds subscriptions to the Suffolk Association of Local Councils (SALC) to access legal advice, training, and guidance from NALC.

Councillor Induction and Training

  • New councillors receive an induction meeting and information pack containing Standing Orders, Financial Regulations, Code of Conduct, and other core documents.
  • In-house evening sessions may be arranged to accommodate working councillors.
  • All councillors are expected to read Council papers and stay informed about policies and legislation.

Evaluation and Monitoring

Feedback from training events is used to assess effectiveness and share learning with colleagues. The Clerk maintains a record of training completed by councillors and employees. The policy is reviewed every three years to ensure continuing relevance.
