Overview

The Transparency Code 2025–2028 outlines how Kesgrave Town Council complies with the Local Government Transparency Code 2015 (updated January 2025). This code requires larger local councils with an annual income or expenditure over £200,000 to publish specific information that supports accountability and public scrutiny.

Purpose

The policy ensures that residents can easily access information about how the Council spends money, manages assets, and makes decisions. Kesgrave Town Council is committed to publishing this information clearly on its website in accessible formats that meet WCAG 2.2 AAA standards.

Information Published Quarterly

  • Expenditure over £500: itemised lists of payments for goods and services, grants, rent, or transactions with other public bodies, including date, beneficiary, purpose, and VAT details.
  • Procurement Information: invitations to tender and details of contracts valued over £5,000, including supplier information, start and end dates, and procurement method.

Information Published Annually

  • Land and Buildings: details of all land and building assets owned or leased by the Council, including property reference, address, and ownership type.
  • Grants to Voluntary and Community Groups: records of all grants awarded, including date, beneficiary, registration number, purpose, and amount.
  • Senior Salaries and Organisation Chart: applies only to larger councils with staff earning over £50,000; while not applicable to Kesgrave, a simplified organisation chart appears in the Business Plan.
  • Parking: not applicable to Kesgrave Town Council as no car park charges are levied.

Exempt or Restricted Information

Some information may be withheld if it falls under legal exemptions (e.g. personal data or commercial confidentiality). Where discretion applies, the Council decides whether it is in the public interest to publish.

Commitment to Accessibility

Kesgrave Town Council publishes all data in formats that are searchable, machine-readable, and accessible on mobile devices. This supports the principles of open data and inclusion for residents with visual or cognitive impairments.
