The meeting will begin with councillors declaring any interests and agreeing the minutes of the Town Council meetings held on 24 November 2025 and 5 January 2026. The Chairman will provide communications, followed by a Clerk’s and Officer update on matters arising since the last meeting.

A significant portion of the meeting will focus on Finance and Governance matters. This includes noting the minutes of the Finance and Governance Committee meeting held on 12 January 2026, reviewing and approving schedules of payments and receipts for the period 1 October to 30 November 2025, considering transfers from savings and card payment accounts, reviewing detailed income and expenditure and the trial balance for November 2025, and reviewing and agreeing the final draft budget for 2026/27. Councillors will also consider and approve the precept requirement for 2026/27 and appoint an internal auditor for the year-end accounts to 31 March 2026.

Planning and Development matters will include noting recent Planning Committee minutes, with specific reference to the Kesgrave Neighbourhood Plan review and associated community survey work.

Community and Recreation items will include noting the Community and Recreation Committee minutes, receiving an update on the Pump Track project, a verbal report on the Kesgrave, Rushmere St Andrew, Martlesham, Carlford and Fynn Valley Community Partnership meeting, and considering proposals for additional car parking spaces at the Millennium Jubilee Hall.

The meeting will also receive an update on the website review and upgrade, including the associated IT support contract, and an update on devolution and local government reorganisation.

The Council will then consider a resolution to exclude the public under the Public Bodies (Admission to Meetings) Act 1960 in order to discuss confidential matters. This will include agreeing confidential minutes from the Town Council meeting held on 24 November 2025 and receiving an update on public open space and land ownership, including Long Strops and associated privately owned and managed areas.
